Last week i was in a monastery in Germany for some days. We had a conference with teachers from secondary schools. As a result of a new system they get no automatic progress in salary any longer but have to take a course first.

In spite of the peaceful atmosphere the new system caused much negative adrenalism, from beginning to end in all the courses and interferes with the original goals.

These goals are derived from formulated competencies and worked out in a practical and theoretical program.
